The path to rehabilitating an injury or a disability is most often a long and arduous one that involves many factors beyond the person or the injury itself. Some of these factors include the state of rehabilitation research, the availability of knowledgeable therapists, the quality of rehab facilities and the support of society. The National Institute on Disability and Rehabilitation Research conducts research related to the rehabilitation of Americans with disabilities. Its mission is to improve the lives of people with disabilities from birth through adulthood and to advocate for opportunities and accommodations for these Americans. The 1973 Rehabilitation Act authorizes programs for vocational rehabilitation, supported employment, independent living, client assistance and a variety of training and grant programs administered by the Rehabilitation Services Administration. The Act also requires federal agencies to provide equal and meaningful access to programs and services to Americans with disabilities.

Proposed Legislation: Reintroduction of S.826 - Medicare Patient Empowerment Act of 2021
Prospective Sponsor: Sen. Rand Paul (KY)

  • I oppose reforming current Americans with disabilities rehabilitation policy and wish to donate resources to the campaign committee of Leader Charles Schumer (NY).
  • I support: 1.) Allowing any Medicare beneficiary to enter into a contract with an eligible professional for any item or service covered by Medicare. 2.) Allowing such beneficiaries to submit a claim for Medicare payment in the amount that would otherwise apply, except that where the professional is considered to be non-participating, payment shall be paid as if the professional were participating. 3.) Defining eligible professional as a physician, a physician assistant, nurse practitioner, clinical nurse specialist, a certified registered nurse anesthetist, a certified nurse-midwife, a clinical social worker, a clinical psychologist, a clinical psychologist, a physical or occupational therapist or a qualified speech-language pathologist, or a qualified audiologist. And wish to donate resources to the campaign committee of Sen. Rand Paul (KY) and/or to an advocate group currently working with this issue.

    If elected as a trustee, American Academy of Physical Medicine and Rehabilitation will be awarded the funds pledged to this issue along with a letter requesting these funds be used to advocate on behalf of patients and care providers, research better rehabilitation methods and develop better technology to help overcome disabilities.

AAPM&R advocates to ensure that physiatrists are the essential medical experts in value-based evaluation, diagnosis, and management of neuromusculoskeletal and disabling conditions. Physiatrists are also indispensable leaders in directing rehabilitation and recovery, preventing injury and disease, and are vital in optimizing outcomes and function early and throughout the continuum of patient care.
